Senior Construction Procurement Manager – Overview
- This interim role is with a social housing provider delivering a major housing investment programme, with £70 million allocated to improvements across more than 9,000 homes.
- The position is hands‑on and focused on managing construction procurement activity from tender preparation through to contract award. The role requires working closely with internal teams, providing on‑site presence two days per week, and helping ensure procurement activity achieves value for money, complies with public‑sector standards, and supports the successful delivery of the council’s capital programme.
Senior Construction Procurement Manager – Key Responsibilities
- Prepare tender documentation and manage the full procurement process for construction and housing‑related works.
- Run compliant tender exercises for projects above and below PA23 thresholds, ensuring clear evaluation and award processes.
- Support delivery of the council’s £70m capital investment programme across a varied pipeline of housing improvement projects.
- Provide guidance, oversight, and performance support to direct reports, ensuring high‑quality outputs and balanced workloads.
- Work collaboratively with Property and Procurement colleagues to maintain effective delivery and strong professional relationships.
- Maintain an on‑site presence two days per week to support operational needs and strengthen engagement with project teams.
Senior Construction Procurement Manager – Applicant Essentials
- Strong experience in procurement, ideally within construction or housing‑related environments.
- Understanding of public‑sector procurement processes and compliance requirements (PCR/PA23).
- Ability to work hands‑on, manage competing priorities, and operate effectively in a fast‑paced environment.
- Capable of starting at short notice and delivering immediate value on an interim basis.
- Professional procurement or construction‑related qualifications desirable (e.g., CIPS, TPP).
Skills & Competencies
- Strong end‑to‑end procurement capability, including tender preparation, evaluation, and award.
- Excellent commercial judgement and ability to drive value‑for‑money outcomes.
- Clear communication and stakeholder engagement skills, with the ability to build relationships quickly.
- Ability to guide and support team members, maintaining performance and workload balance.
- Organised, proactive, and confident managing a varied project pipeline within a public‑sector setting.
- Comfortable with site‑based work and maintaining visibility with delivery teams.
Knowledge
- Public‑sector procurement regulations and processes (including thresholds and compliance requirements).
- Construction procurement methods and documentation, including experience with capital works.
- Understanding of local‑authority housing programmes and the requirements of large‑scale improvement projects.
- Familiarity with tender evaluation methods, contract award procedures, and procurement governance.
