Damp & Mould Surveyor – Basics

Role: Damp & Mould Surveyor
Rate: £400 per day (umbrella)
Location: Essex
Contract Length: 6 months (initial)
Working Arrangements: On‑site 4–5 days per week

Damp & Mould Surveyor – Overview

You will be supporting the Property, Asset Management & Development team. You will lead investigations and remedial planning for damp, mould, and condensation cases across the council’s housing stock, ensuring homes are safe, healthy, and compliant with statutory requirements including HHSRS, Decent Homes, Awaab’s Law, and the Social Housing (Regulation) Act.

This is a critical, resident‑facing role providing expert diagnosis, technical reporting, specification of works, and risk management.

Key Responsibilities

Inspections & Diagnostic Assessments

  • Carry out timely surveys on properties with reported damp, mould, condensation, or leaks.
  • Diagnose underlying causes including structural defects, water ingress, ventilation issues, insulation failures, or lifestyle factors.
  • Use diagnostic tools such as moisture meters, hygrometers, and thermal imaging to inform decisions.
  • Prioritise cases involving vulnerable residents, children, or those with health risks.

Technical Reporting & Recommendations

  • Produce clear technical reports outlining causes, risks, and required remedial actions.
  • Ensure all documentation meets council, regulatory, and audit standards.
  • Maintain accurate case records on council systems with full traceability and compliance.

Specification & Delivery of Works

  • Prepare schedules of works and technical specifications for contractors or in‑house repairs teams.
  • Work closely with Repairs, Compliance, and Asset teams to ensure timely completion of remedial works.
  • Inspect completed works to confirm quality, safety, and resident satisfaction.

Resident Engagement & Support

  • Communicate findings empathetically, recognising diverse needs and vulnerabilities.
  • Provide practical guidance on heating, ventilation, and moisture reduction.
  • Work with housing management, tenancy support, and safeguarding teams where wider welfare issues arise.

Compliance, Safety & Governance

  • Ensure all cases meet Awaab’s Law response and completion timescales.
  • Assess and manage risks in line with HHSRS, Decent Homes, and wider regulatory duties.
  • Escalate recurring or high‑risk building issues to asset planning teams.
  • Support audits, regulatory inspections, and statutory data returns.

Service Improvement & Prevention

  • Identify trends, recurring defects, and improvement opportunities for long‑term asset planning.
  • Work with data and compliance teams to analyse damp and mould patterns.
  • Support training and knowledge‑sharing across housing officers, contractors, and operational teams.

Applicant Essentials

Essential

  • Proven experience diagnosing and resolving damp, mould, and condensation issues in residential housing.
  • Understanding of HHSRS, Awaab’s Law, Decent Homes, and social housing compliance.
  • Experience working with vulnerable residents and applying safeguarding principles.
  • Ability to produce clear technical reports and works specifications.
  • Experience within public‑sector housing, compliance, or asset management.

Desirable

  • Building/surveying qualification (HNC/HND, NVQ Level 3/4 or equivalent).
  • Knowledge of PAS 2035, retrofit, ventilation systems, and energy‑efficiency measures.
  • Experience in local authority housing, asset management, or repair services.
