Pre-Construction Project Manager – Overview
- Looking for an experienced Pre-Construction Project Manager to join its Pre-Construction team to manage the pre-construction phase of its capital works programme.
- The housing capital programme for investment work to occupied homes is in the region of £150m over the next 2 years.
- The programme will deliver major refurbishment and component replacement projects at speed and scale to occupied council homes, including low- and high-rise blocks within the context of The Construction (Design and Management) Regulations 2015 and Building Safety Act 2022.
- Partnering with internal and external stakeholders, the Pre-Construction team will develop and prepare the programmes of work for the next few years and ensure that projects are scoped, costed and compliant.
- The role would suit Employer's Agents, Contract Administrators and Delivery Managers for capital works and also Quantity Surveyors, Building Surveyors, Project Managers and Asset Managers with experience of planning, developing and delivering capital works projects. The role would not suit project or site managers with solely New Build experience.
- You will collaborate closely with various internal stakeholders as well as external consultants to identify priority estates, properties and buildings, co-ordinate site investigations, inspections and feasibility activities and also scope, develop and design projects of work.
- You will also collaborate with the Procurement team to ensure works are tendered for and evaluated accurately and promptly as well as the Delivery team to ensure fully developed and compliant projects are handed over during the Pre-Construction Phase.
- You will also support leaseholder consultation activities throughout the programme.
Pre-Construction Project Manager – Key Responsibilities

Pre-Construction Project Manager – Applicant Essentials
- Demonstrable experience in the planning, development and delivery of capital projects and programmes in occupied residential buildings, including developing and evaluating tenders for consultancy services and planned works.
- Strong knowledge of The Construction (Design and Management) Regulations 2015, Building Safety Act 2022 and RIBA Plan of Work 2020.
- Previous experience gained within a Local Authority would also be advantageous or a similar Public Sector environment.
- Strong team player who can work at pace and manage multiple projects at various stages at the same time.
Skills & Competencies
- Ability to plan, scope, cost and prepare compliant capital works projects through early RIBA stages.
- Strong pre‑construction coordination, including surveys, feasibility studies and design development.
- Effective multi‑project management, handling numerous workstreams at varying stages.
- Skilled in procurement support, including tender development, evaluation and contractor appointment.
- Excellent stakeholder collaboration, engaging Asset Data teams, surveyors, consultants, procurement and delivery teams.
Knowledge
- Strong working knowledge of CDM Regulations 2015 and client-side responsibilities.
- Understanding of the Building Safety Act 2022, especially for occupied and high‑rise residential buildings.
- Practical experience applying the RIBA Plan of Work 2020 during pre‑construction.
- Knowledge of capital works, refurbishment, component replacement and occupied‑homes project challenges.
- Familiarity with Local Authority/public sector processes, including governance, consultation and compliance expectations.
