Compliance Manager – Basics

Role: Compliance Manager
Rate: 600 per day (umbrella)
Location: Essex
Contract Length: 6 months (initial)
Working Arrangements: 2–3 days per week in the office

Compliance Manager – Overview

You will to lead the delivery of a high‑performing asset compliance, health & safety, and mechanical & electrical service across both housing and corporate assets.

You’ll oversee specialist teams, ensure robust contract management, lead on risk‑based compliance activities, and act as a subject‑matter expert in health & safety and M&E engineering.

Compliance Manager – Key Responsibilities

Operational Service Leadership

  • Lead the delivery of asset compliance and health & safety services across housing and corporate assets.
  • Oversee electrical and mechanical servicing and works across the council’s estate.
  • Implement strategies, policies, and procedures that meet statutory, regulatory, and best practice requirements.

Team & Capability Management

  • Manage a team of specialist staff delivering mechanical works, electrical works, and compliance functions (e.g., heating, fire, asbestos, lifts, water hygiene, CDM).
  • Ensure the team possesses the required competencies and maintains high professional standards.

Compliance & Governance

  • Lead horizon scanning to ensure the service evolves with future statutory and regulatory requirements.
  • Ensure compliance dashboards and performance data are accurate and up‑to‑date.
  • Liaise with internal and external auditors and implement corrective actions where required.

Contract Procurement & Management

  • Ensure contracts are procured in line with BBC’s procurement rules.
  • Put appropriate contracts in place with service providers and monitor delivery against the council’s contract management framework.
  • Monitor day‑to‑day contractor performance including servicing schedules and target dates.

Customer Experience & Case Resolution

  • Deliver a customer‑focused service that promotes satisfaction and prompt resolution.
  • Handle complaints, MP enquiries, and Councillor enquiries in line with policy — including root cause analysis and corrective action.

Financial & Strategic Support

  • Assist in budget setting and ensure services are delivered within financial limits.
  • Support senior team members in strategic development and operational implementation.
  • Contribute to the improvement and rollout of IT and e‑learning systems.

Compliance Manager – Applicant Essentials

Essential

  • HND in Building Construction, Building Surveying, or a related field.
  • BS7671:2018 certification.
  • NEBOSH General Certificate.
  • IOSH General Certificate.
  • Experience working in a risk‑based service environment within social housing or related sectors.
  • Experience managing compliance, health & safety, and M&E services in a regulated environment.
  • Strong knowledge of statutory and regulatory requirements in asset compliance, construction H&S, and M&E.
  • Understanding of building construction, regulations, fire risk principles, and risk assessment.
  • Experience managing multiple contracts within a contract management framework.
  • Proven experience procuring and mobilising service contracts.

Desirable

  • Membership of the Institution of Engineering & Technology (MIET/TMIET) or equivalent.
