Capital Delivery Project Manager
- You will be working as an Interim Capital Delivery Project Manager with a Local Authority in Essex.
- You will lead lead on developing and managing multiple projects from inception through to completion.
- You will deliver a considered, efficient, value for money service with resident-focussed delivery models that meet current and future needs.
- Provide specialist technical advice and support to the Asset Investment Team and the wider Technical Resources Department (and others) as required.
- This will be for a minimum 12 months, which will look to be extended if everyone is happy – taking you up to at least the end of this financial year.
- You will be on a day rate of £450+ per day,
- You will be on-site 2–3 days per week, with the rest working from home.
Delivery Project Manager Role Basics
- Delivery of major works projects as part of the capital programme
- Manage the appointment of external multidisciplinary consultants, for the purpose of providing
- technical support in the delivery of major works projects, including (but not limited to) roof and balcony
- replacement, fire safety works, environmental estate improvements, lateral mains replacement and lift modernisation/upgrades.
- Develop, implement and manage multiple projects, ensuring they are completed to time and budget.
- Review feasibility studies undertaken by others and provide reasoned, technical advice in respect of progressing projects.
- Carry out monthly financial reporting (including high level cash flow forecasts detailing estimated expenditure) for the benefit of the Finance Team.
- Act as lead in respect of resident engagement and consultation relating to minor and major works projects.
- Liaise closely with the Finance and Service Charge Teams in respect of the Section 20 consultation process major works billing.
- Carry out regular risk management in respect of allocated projects and escalate to senior management when required using appropriate channels.
- Develop and implement effective quality control measures including the post-inspection of works, which will include working in conjunction with an appointed multidisciplinary consultant in the successful delivery of projects.
- Manage all allocated resources including delegated budgets effectively and efficiently.
- Scrutinize, verify and authorize invoice payments within delegated authority.
- Review programmes to respond to changes in law, best practice and strategic direction.
- Review H&S File (including the O&M manual), provide feedback as necessary and manage the effective handover of new assets.
- Assist with the development and review of policies and procedures related to the team’s work.
- Carry out all administrative tasks associated with programmes including the issue, update, cancellation, completion and payment of orders in line with policies, procedures and agreed processes.
