A proactive local authority in the East of England is looking for an experienced Grounds Maintenance Contract Manager to oversee the delivery of street scene and open space landscapes within a council setting.
This is a role, where you will manage external contractors, ensure compliance with service standards, and drive improvements across grounds maintenance operations.
You will ideally have previous experience working within a local authority, overseeing grounds maintenance contracts as a client officer.

Key Responsibilities
- Manage and oversee external grounds maintenance contracts to ensure high-quality service delivery.
- Represent the council as the client officer, holding contractors accountable for performance indicators, compliance, and customer satisfaction.
- Ensure contracts meet financial, operational, and health & safety requirements, aligning with council policies and procurement guidelines.
- Act as the main point of contact for elected members, stakeholders, and service providers regarding maintenance standards.
- Lead performance monitoring, carrying out inspections, reviewing KPIs, and implementing action plans for service improvements.
- Support the development and upkeep of Sites of Special Interest and nature reserves, ensuring high environmental standards.
- Handle complaints, site visits, risk assessments, and compliance checks to maintain accountability and service excellence.
About You – Essential Requirements
✔ Previous experience working within a local authority, overseeing grounds maintenance contracts as a client officer.
✔ Strong understanding of local government procurement, contract management, and compliance regulations.
✔ Proven ability to monitor, evaluate, and drive performance improvements within outsourced maintenance contracts.
✔ Confident in liaising with contractors, elected members, and key stakeholders to ensure service standards are met.
✔ Skilled in health & safety compliance, technical assessments, inspections, and service planning.
✔ Highly analytical, organised, and able to handle contract oversight at a strategic level.
