Environmental Health Officer – High‑Rise & Medium‑Rise Mediation Programme
A West Midlands local authority is seeking an experienced Environmental Health Officer to support its High‑Rise and Medium‑Rise Mediation Programme — a major, multi‑year project running until March 2027, with strong potential for extension.
While a fully qualified EHO is highly desirable, the authority is also open to strong applicants from Building Control or Housing backgrounds with relevant experience in building safety, fire compliance, or enforcement.
Role Overview
You will play a key role in a specialist programme improving safety and compliance across high‑rise and medium‑rise residential buildings.
Hours: Full-Time
Working Pattern: 2–3 days office-based, remainder remote
Location: West Midlands
Contract: Until March 2027
Rate: £50–£60+ per hour (based on experience)
Level Required: Level 4+ (Fire Risk / Building Safety)
Key Responsibilities
- Inspect high‑rise and medium‑rise residential buildings to assess compliance
- Undertake enforcement under housing and fire safety legislation
- Support mediation and engagement with building owners, agents, and stakeholders
- Produce clear, evidence‑based reports for enforcement and compliance decisions
- Work closely with Fire & Rescue Services, Building Control, and internal teams
- Contribute to Building Safety Case preparation and ongoing oversight
Ideal Candidate Profile
This role is suited to professionals with a strong background in fire safety, building safety, environmental health, building control, or high‑rise residential compliance.
Key strengths and qualifications include:
- Qualified Fire Risk Assessor (ABBE Level 4 or above)
- Experience assessing fire safety in high‑rise residential properties
- Robust working knowledge of:
- Building Safety Act 2022
- Fire Safety Act 2021
- Fire Safety (England) Regulations 2022
- Regulatory Reform (Fire Safety) Order 2005
- Housing Act 2004 (incl. 2018 addendum)
- Ability to carry out Type 1 Fire Risk Assessments; awareness of Types 2–4
- Familiarity with PAS 9980 external wall assessment methodology
- Strong understanding of construction practices and Approved Document B
- Proven enforcement, compliance, or prosecution experience
- Excellent stakeholder engagement with Fire & Rescue, Building Control, managing agents, and residents
- High‑quality report writing and reliable SLA delivery
- Fully qualified EHRB Environmental Health Officer (highly desirable but not essential)
