Private Sector Housing Mannager

We are currently working with an Essex local authority in search of a Private Sector Housing Manager on a permanent basis. 

Lead One of the Region’s Strongest PSH Teams

You will take charge of a capable, motivated Private Sector Housing team with the right foundations already in place: strong technical depth, professional pride, and a positive, solution‑focused culture.

This is not a service in crisis — it’s a service with momentum. You will inherit:

• A confident team with excellent technical knowledge.

This is genuine senior‑level visibility, working across Public Protection, Legal, NHS partners, landlords, Members, and regional networks.

Your Leadership & Impact

As Private Sector Housing Manager, you will:

• Lead, develop, and inspire an experienced PSH team.
• Serve as the Council’s technical expert on housing standards, enforcement, and policy.
• Oversee delivery of the Renters Rights Act and shape the long‑term approach.
• Ensure proportionate, evidence‑led enforcement including HMO licensing, civil penalties, and complex interventions under the Housing Act.
• Strengthen safeguarding and vulnerability pathways with key partners.
• Build strong internal and external relationships across the city and region.
• Drive consistency, improvement, and innovation across the service.

Your work will have direct, city‑wide impact — improving housing quality, protecting vulnerable residents, and helping shape the future of the district's private rented sector

Who We’re Looking For

You will be an emotionally intelligent, confident leader who brings:

• A recognised Environmental Health qualification.
• Significant experience in private sector housing enforcement.
• Calm, decisive leadership — especially in complex cases.
• Strong communication skills and the ability to influence at all levels.
• A balanced, solutions‑focused approach to regulation.
• Experience managing teams, budgets, and regulatory programmes.
• A desire to shape service direction and long‑term improvement.
