About the Role
A local authority is seeking an experienced and motivated officer to join their Private Sector Housing and Environmental Health team. This is a vital role focused on improving housing standards, protecting residents, and ensuring compliance with housing and environmental legislation.
Key Responsibilities
- Improve housing standards across the private rented sector by providing expert advice and taking enforcement action.
- Ensure Houses in Multiple Occupation (HMOs) are managed and maintained in line with licence conditions.
- Undertake regulatory duties relating to environmental issues, including statutory nuisance investigations and planning consultations.
- Manage a personal caseload of service requests, property inspections, and investigations across housing, HMO licensing, caravan site licensing, grants delivery, and nuisance complaints.
- Investigate poor housing conditions, conduct HHSRS assessments, and specify remedial actions, including serving notices and schedules.
- Inspect licensable HMOs to ensure compliance with management standards and licence conditions.
- Prepare letters, draft notices, schedules of defects, and remedial works using specialist knowledge.
- Work closely with the legal team to prepare witness statements, gather evidence, and provide testimony in legal proceedings.
- Communicate effectively with property owners, businesses, emergency services, the public, and other stakeholders, providing specialist advice and reports.
- Represent the authority at internal, partner, and external meetings, speaking on behalf of the team.
- Undertake occasional out-of-hours work to address urgent issues or site visits.
- Ensure all data is accurate, reliable, and compliant with the authority’s Data Quality Policy.
About You
We are looking for a professional with:
- Strong knowledge of housing legislation, HHSRS, and environmental health practices.
- Experience in enforcement, statutory nuisance investigation, and housing inspections.
- Excellent communication and stakeholder engagement skills.
- Ability to manage a varied caseload and work independently.
- Confidence in preparing legal documentation and representing the authority in proceedings.
