Head of Highways - Strategic Delivery

I'm working with a Local Authority that is seeking an interim leader who can take control of a £150m+ programme, sharpen delivery, and modernise how the service operates.

What you'll lead on:

• The delivery of major strategic highways projects across a five‑year capital programme.
• Oversight of in‑house design & PM teams + external framework partners.
• Full governance, risk, reporting and commercial oversight.
• Acting as Principal Designer under CDM for complex, high‑value schemes. Managing NEC contracts. [ECI, to the spade in the ground]
• Embedding new ways of working, raising performance, and driving a culture shift.

What the Authority will need:

This is a service in transition.

They need someone who can walk in, steady the ship, and elevate standards fast - ensuring effective delivery [capex £150m] To add, you’ll be shaping a modern, outcomes‑focused delivery culture — not just keeping the wheels turning.

What you'll bring in this position:

• Strong highway design + engineering understanding
• Senior‑level experience delivering major transport & highway capital programmes.
• Commercial confidence across frameworks, suppliers and fee governance.
• A collaborative but firm leadership style — someone who raises the bar.
• Ideally degree/chartered in civil engineering.
