Project Manager | Renter's Right Act | £450-£550 per day | 12-months

Project Manager – Renter’s Rights Act Implementation
North West Local Authority | 12‑Month Contract | March 2026 – March 2027

I’m supporting a Local Authority in the North West as they prepare for the implementation of the Renter’s Rights Act 2025, and they are now seeking an experienced Project Manager to lead the redesign and mobilisation of their new statutory service.

This is a high‑profile, time‑critical programme of work that will shape how the authority delivers its private rented sector duties ahead of the 1 May 2026 go‑live date.

About the Role

You’ll work closely with senior managers to plan, coordinate, and deliver the full service transformation required under the new legislation. The project spans multiple service areas and is central to ensuring the council is fully operational and compliant by the implementation deadline.

Key Responsibilities

  • Leading the multi‑disciplinary delivery group (Environmental Health, Housing, Legal, Trading Standards, Comms, Finance, etc.)
  • Developing, managing, and monitoring the detailed implementation plan
  • Reviewing and drafting policies, procedures, civil penalties, fee structures, and IT requirements
  • Supporting stakeholder communications and engagement with tenants, landlords, and partner organisations
  • Managing project risks, resource planning, and training needs
  • Ensuring compliance with DLUHC reporting duties and Equality Act obligations
  • Overseeing project finances, including New Burdens Funding and associated income streams

What We’re Looking For

  • Strong understanding of housing legislation and the private rented sector
  • Demonstrable experience delivering complex change or transformation projects within local government
  • Confident leadership and stakeholder engagement skills
  • Background in policy development, compliance, and risk management
  • Solid financial and project governance capability
  • Commitment to equality, diversity, and inclusive service design
