Pre-Construction Housing Delivery Team Manager – Overview
- An exciting opportunity has arisen with a social housing provider delivering a significant housing capital investment programme worth approximately £150m over the next two years.
- This is a highly strategic pre-construction leadership role, requiring an individual with substantial experience developing and planning planned works programmes before mobilisation and delivery.
- The successful candidate will lead a team of Project Managers, overseeing the development of complex housing investment programmes from inception through to procurement, ensuring projects are fully scoped, designed, costed, programmed and governed before entering construction.
- This role is best suited to candidates with a proven background in pre-construction, programme development, consultant management and housing planned works, rather than individuals whose experience is primarily construction delivery focused.
Pre-Construction Housing Delivery Team Manager – Key Responsibilities
- Lead and manage a team of Project Managers responsible for developing large-scale housing planned works programmes.
- Direct, coordinate and provide oversight to Project Managers, ensuring consistent programme development, governance and project controls across multiple workstreams.
- Instruct and manage external consultants, design teams, surveyors, employers agents and contractors throughout the pre-construction phase.
- Develop and implement planned works programmes from feasibility through to procurement and mobilisation.
- Lead programme planning activities, ensuring scopes, specifications, cost plans, procurement strategies and delivery programmes are robust and fit for purpose.
- Provide strategic oversight of projects with significant contract values, ensuring appropriate governance, risk management and commercial controls are established prior to construction commencement.
- Drive pre-construction decision-making and challenge project assumptions to ensure value for money, deliverability and resident outcomes are achieved.
- Oversee procurement activities, consultant appointments and contractor selection processes.
- Ensure projects progress through key gateway stages and receive appropriate approvals before entering delivery.
- Develop and oversee pre-construction programmes across planned housing investment projects.
- Coordinate surveys, inspections, feasibility studies and technical investigations.
- Ensure projects comply with CDM 2015 Regulations, the Building Safety Act 2022 and RIBA Plan of Work principles.
- Manage consultants, contractors and technical advisors throughout programme development.
- Work collaboratively with asset management, housing, resident engagement and procurement teams.
- Support Section 20 consultation processes and resident engagement activities.
- Lead project planning, budget forecasting and programme reporting activities.
- Support procurement exercises, consultant appointments and tender evaluations.
- Ensure effective project mobilisation and handover into delivery teams.
- Monitor contractor and consultant performance against agreed KPIs.
- Use asset data, stock condition information and resident feedback to inform investment decisions.
- Support compliance with regulatory requirements, including Decent Homes Standards and building safety obligations.
- Drive continuous service improvement and value for residents.
Pre-Construction Housing Delivery Team Manager – Applicant Essentials
Essential
- Substantial experience leading the pre-construction development of housing planned works programmes within a social housing provider, local authority or comparable property environment.
- Demonstrable experience managing a team of Project Managers responsible for programme development and project mobilisation.
- Strong experience instructing, coordinating and managing external consultants, contractors and professional advisors.
- Proven experience developing planned investment, refurbishment and major works programmes prior to construction commencement.
- Experience overseeing programmes with significant contract values and multiple concurrent projects.
- Excellent understanding of procurement, programme development, project governance and commercial management.
- Strong knowledge of RIBA Plan of Work and the pre-construction lifecycle.
- Experience developing business cases, project briefs, specifications and procurement strategies.
- Ability to identify and manage programme, commercial and operational risks during project development.
- Experience presenting programme recommendations and investment proposals to senior stakeholders.
- Strong understanding of housing asset management, planned investment and capital works environments.
- Excellent leadership, stakeholder management and communication skills.
Desirable
- Experience working within a PMO, programme management or portfolio management environment.
- Professional qualification in Project Management, Building Surveying, Construction Management or a related discipline.
- Membership of RICS, CIOB, APM or a similar professional body.
- Experience delivering programmes under NEC and JCT contract forms.
- Knowledge of Building Safety Act requirements and resident engagement obligations.
