  • Role: Interim Pre-Construction Housing Delivery Team Manager
  • Rate: £550 – £600 per day (Umbrella)
  • Contract Type: Interim | Full-Time

Pre-Construction Housing Delivery Team Manager – Overview

  • An exciting opportunity has arisen with a social housing provider delivering a significant housing capital investment programme worth approximately £150m over the next two years.
  • This role sits within the Housing Capital Works function and will focus on the pre-construction development of large-scale refurbishment and component replacement programmes across occupied residential properties, including low-rise and high-rise buildings.
  • The successful candidate will play a pivotal role in shaping future investment programmes, ensuring projects are properly scoped, designed, costed, procured and compliant before progressing into delivery.


Pre-Construction Housing Delivery Team Manager – Key Responsibilities

  • Lead and manage a team of Project Managers and Resident Liaison Officers.
  • Develop and oversee pre-construction programmes across planned housing investment projects.
  • Coordinate surveys, inspections, feasibility studies and technical investigations.
  • Ensure projects comply with CDM 2015 Regulations, the Building Safety Act 2022 and RIBA Plan of Work principles.
  • Manage consultants, contractors and technical advisors throughout programme development.
  • Work collaboratively with asset management, housing, resident engagement and procurement teams.
  • Support Section 20 consultation processes and resident engagement activities.
  • Lead project planning, budget forecasting and programme reporting activities.
  • Support procurement exercises, consultant appointments and tender evaluations.
  • Ensure effective project mobilisation and handover into delivery teams.
  • Monitor contractor and consultant performance against agreed KPIs.
  • Use asset data, stock condition information and resident feedback to inform investment decisions.
  • Support compliance with regulatory requirements, including Decent Homes Standards and building safety obligations.
  • Drive continuous service improvement and value for residents.


Pre-Construction Housing Delivery Team Manager – Applicant Essentials

Essential

  • Minimum five years' experience in a similar role within a social housing provider or comparable residential property environment.
  • Proven experience managing housing refurbishment and major works programmes.
  • Experience managing multi-million-pound capital projects valued between £3m and £5m.
  • Experience leading and managing technical teams, including Project Managers and Resident Liaison Officers.
  • Strong experience managing consultants and contractor performance.
  • Excellent understanding of planned investment, asset management and capital works delivery.
  • Experience producing KPI reports, budget monitoring and monthly valuations.
  • Knowledge of social housing legislation, asset management regulations and compliance requirements.
  • Experience using asset data and resident feedback to develop investment programmes.
  • Strong stakeholder engagement and communication skills.
  • Ability to work across multiple projects and priorities simultaneously.


Desirable

  • Experience managing Design and Build and Traditional Contracts.
  • Professional qualification within Building Surveying, Construction or Asset Management.
  • Membership of a recognised professional body such as RICS or CIOB.
  • Experience working on high-rise residential refurbishment programmes.
  • Knowledge of the Regulator of Social Housing Safety and Quality Standard.
