Licensing & Community Safety Manager
📍 Hybrid Working – Hertfordshire (1–2 days per week on-site)
An exciting opportunity has arisen for an experienced and driven Licensing & Community Safety Manager to join a forward-thinking local authority. This is a key leadership role responsible for shaping and delivering high-quality licensing and community safety services that protect residents and support vibrant local communities.
About the Role
You will provide both strategic and operational leadership across two critical service areas, managing a team of 9 officers (Licensing and Community Safety). Working closely with senior stakeholders, you will ensure effective service delivery, compliance with legislation, and the successful management of large-scale events across the district.
Key Responsibilities
- Lead, support, and develop the Licensing Team Leader and Community Safety Team Leader, contributing to the wider management of the service
- Oversee the development, implementation, and review of licensing policies and strategies
- Act as a Responsible Authority under the Licensing Act 2003
- Manage and oversee large-scale and open-air events, ensuring public safety and minimal community disruption
- Ensure effective workload prioritisation and resource allocation across teams
- Build and maintain strong working relationships with internal departments including Planning, Environmental Protection, and Housing
- Provide expert licensing advice across the council
- Oversee contracts, service level agreements (SLAs), and service performance
- Prepare reports and attend committee meetings, providing professional recommendations
- Coach, mentor, and motivate staff to deliver high-quality, customer-focused services
About You
We are looking for a confident and knowledgeable professional with a strong background in licensing and regulatory services.
You will have:
- A recognised licensing or legal qualification
- Membership of the Institute of Licensing (IoL) or a similar professional body
- Strong working knowledge of licensing legislation, particularly the Licensing Act 2003
- A solid understanding of court procedures, PACE, and RIPA
- Experience in evidence gathering for legal proceedings
- Proven stakeholder management and conflict resolution skills
- Experience working at a senior or lead level within a local authority
- A full UK driving licence and access to a vehicle
