Interim Community Infrastructure Levy (CIL) Officer

A well‑established local authority in the South West is seeking an experienced Interim CIL Officer to provide specialist support across the operation and administration of the Community Infrastructure Levy at a key point in its planning and development programme.

This role would suit a planning or CIL professional who is confident working across development management, finance and legal frameworks, and who can operate with minimal supervision in a local authority setting.

The Role
You will be responsible for the day‑to‑day management of the CIL process, ensuring charging, collection and spend are accurate, transparent and compliant with the relevant regulations. Working closely with planning officers, finance teams, developers and parish councils, you will play a central role in ensuring development contributions are secured and allocated effectively to support growth and infrastructure delivery.

Key responsibilities include:

  • Managing CIL liability, demand notices, exemptions and payments
  • Providing advice to officers, members, developers and agents on CIL matters
  • Working closely with finance colleagues on reconciliation, reporting and governance
  • Supporting infrastructure funding programmes and spend reporting
  • Ensuring compliance with CIL regulations, guidance and best practice
  • Responding to enquiries, reviews and appeals where required

About You
You will have experience of working with CIL in a UK local authority environment and a strong understanding of the regulatory framework. You’ll be detail‑focused, well organised and confident communicating technical information clearly to a wide range of stakeholders.
