We are looking for a skilled investigator to support an ongoing investigatory and enforcement work relating to the prosecution of unlicensed residential caravan sites.
We are working with one of our exclusive clients in the East of England, recruiting an experienced interim contractor to support ongoing investigatory and enforcement activity relating to the prosecution of unlicensed residential caravan sites in their district.
Background
This local authority is managing a number of residential caravan sites operating without the required planning permission and site licences. These sites present significant regulatory challenges and risks to both residents and the wider authority. Common issues include overcrowding, fire safety deficiencies, inadequate sanitation and drainage, and unlawful tenancy arrangements. A key challenge is the accurate identification of site owners, operators, and other responsible persons.
The Role
Working alongside Environmental Health enforcement officers, the contractor will be responsible for developing robust, court‑ready evidential cases to support successful prosecutions for operating a caravan site without a licence.
Key responsibilities include:
- Investigating unlicensed residential caravan sites
- Identifying site owners, operators, and other responsible persons
- Developing intelligence and investigative leads
- Gathering, compiling, and managing evidential material
- Interviewing relevant individuals
- Liaising with internal departments and external partner agencies
- Supporting enforcement action and legal proceedings
Skills and Experience Required
The successful contractor will demonstrate:
- Sound knowledge of caravan site licensing legislation
- Strong investigatory and enforcement experience
- A confident, assertive, and professional approach
- Experience in preparing detailed evidential files suitable for prosecution
- A background in Environmental Health, regulatory enforcement, or policing
Contract Details
- Umbrella/ Outside IR35
- £50+ per hour (DOE)
- Full-time or part-time considered
- 6 months initially with potential for extensions
- Mid/late May start
