The Client

A Local Authority in Norfolk responsible for regulating Environmental Health and commercial compliance across its district.

Like many rural councils, the service plays a critical role in protecting public health and supporting local businesses through inspections, regulatory enforcement and advisory work. However, maintaining the right level of senior expertise within the team had become increasingly difficult due to long-standing recruitment challenges.

The Challenge

Recruiting Environmental Health professionals in rural areas presents a unique challenge across the public sector.

With fewer nearby cities and a limited local workforce, many councils experience what can become a “closed recruitment loop”. The same small group of professionals move between neighbouring authorities, while attracting new candidates from outside the region proves difficult.

In this case, the council had carried a vacant Senior Environmental Health Officer position within its Commercial team for two to three years.
