The Client

A Local Authority in Essex responsible for maintaining housing standards across its private rented sector.

The service plays a critical role in protecting tenants and enforcing housing regulations. However, growing demand, combined with internal turnover, had placed increasing pressure on the team. A key contractor position within the Private Sector Housing function needed to be filled quickly to maintain service delivery.

The Challenge

Previous attempts to recruit for the role had struggled to produce the right outcome.

Over a short period, the service had engaged three to four contractors who failed to meet expectations, creating disruption and eroding confidence among senior stakeholders.

The brief itself presented a major obstacle.

The Council required the successful candidate to be a fully qualified Environmental Health Officer (EHO). While understandable from a regulatory standpoint, this requirement significantly limited the available candidate pool in an already constrained market.

At the same time, the operational demands of the role were substantial. The successful contractor needed to:

  • Manage high volumes of Private Sector Housing casework
  • Conduct inspections using the Housing Health and Safety Rating System (HHSRS)
  • Operate independently with minimal supervision
  • Support and mentor junior officers within the team

Finding all of these capabilities within the shrinking pool of available EHO contractors was proving extremely difficult.

Understanding the Real Requirement

Through detailed conversations with the service, it became clear that the core requirement was not the qualification itself.

What the Council actually needed was an experienced professional who could stabilise the team, confidently manage enforcement activity, and support junior staff.

In practice, many highly capable Private Sector Housing Officers possess the experience required to carry out these responsibilities, even if they do not hold a formal EHO qualification.

Oyster therefore advised broadening the brief to include strong PSH professionals with proven enforcement experience, particularly those comfortable managing complex casework and high workloads.

This shift immediately opened access to a wider and more relevant talent pool.

Oyster’s Approach

Rather than simply attempting to fill the original brief, Oyster took an advisory-led approach, using sector knowledge and market insight to reshape the hiring strategy.

This involved:

  • Providing clear market context around the shortage of EHO-qualified contractors
  • Reframing the brief around experience, capability and team impact
  • Leveraging Oyster’s established network within the PSH contractor market
  • Carefully assessing candidates for their ability to manage workload pressure and mentor junior staff

By focusing on practical delivery rather than qualification alone, Oyster was able to identify candidates who could provide immediate value to the service.

The Outcome

Within one week of receiving the revised brief, Oyster secured and placed an experienced Private Sector Housing Officer.

The contractor quickly became a stabilising presence within the team, successfully managing a demanding caseload while supporting less experienced colleagues.

The appointment delivered several key benefits:

  • Immediate improvement in service continuity
  • Reduced operational pressure on the wider team
  • Mentoring support for junior officers
  • Restored confidence among senior stakeholders

Most importantly, the service gained a contractor who met the real operational need, rather than simply satisfying a qualification requirement.

Why This Placement Stands Out

This assignment demonstrates the value of sector expertise and consultative recruitment.

By challenging an unrealistic brief and reframing the search around practical outcomes, Oyster was able to unlock a broader talent pool and deliver the right expertise quickly.

In specialist markets like Private Sector Housing, the difference between a failed hire and a successful one often comes down to understanding what the client truly needs, not just what the job description says.

“The Oyster team takes the time to fully understand the needs of our service and the level of expertise required for each role. Their professionalism, sector knowledge and ability to introduce contractors who are a strong fit for our team has made them a trusted recruitment partner.”
