Rapid Environmental Enforcement Delivery for a District Council

The Client

A District Council within Derbyshire, responsible for delivering Licensing and Trading Standards services, including environmental crime enforcement and fly-tipping investigations.

Like many local authorities, the council was operating within a constrained environment, balancing regulatory responsibility, public expectations, and increasing environmental pressures with limited internal resources.

The Challenge

The council faced an urgent and critical resourcing gap within its Environmental Services team. At the time, a single officer was responsible for carrying out the workload of an entire environmental crime function.

This had led to:

  • Unsustainable workload pressure on one individual
  • Temporary redistribution of responsibilities across wider Environmental Services teams
  • Reduced capacity for other departments to carry out their core duties

Recruitment was further complicated by several factors:

  • A shortage of candidates with PACE and RIPA experience, particularly within the local authority setting
  • The need for hands-on enforcement experience, specifically in areas such as fly-tipping
  • Previous unsuccessful recruitment efforts

Understanding the True Requirement

Initially, the brief focused on securing a candidate with a policing background, PACE and RIPA expertise, and a minimum of five years’ experience.

However, through consultation, it became clear that the council’s true requirement extended beyond qualifications. They needed:

  • A candidate with practical, hands-on enforcement capability
  • Confidence operating on-site in a highly reactive environment
  • The ability to step into a pressured situation and make an immediate impact
  • Someone aligned with the team’s working style and culture

This re-framed the requirement from a rigid technical brief to a more outcome-focused solution centered on delivery and adaptability.

  • Positioning high-caliber candidates to the client, including proactively introducing talent that helped generate an additional requirement
  • Supporting flexibility around working patterns to better align candidate expectations with the role

Beyond the transactional process, additional effort was made to strengthen the relationship. This included visiting the client on-site and facilitating in-person engagement between candidates and the wider team to ensure cultural alignment.

The Outcome

Within 6 days, Oyster successfully secured and placed Environmental Crime Officer resource into the team.

The impact was immediate and measurable:

  • Pressure on the existing officer was significantly reduced
  • Staff from other departments were able to return to their core responsibilities
  • The Environmental Services team regained stability and operational focus
  • The council was better equipped to respond to increased levels of fly-tipping and environmental crime
  • Enforcement capability improved, supporting cleaner and safer local communities

In addition, the strength of the candidate delivery led to the creation of a secondary opportunity, further demonstrating the value of a consultative approach.
