Finance Business Partner (HRA) Opportunity
I am currently recruiting for a leading local council that is seeking a highly skilled Finance Business Partner to join their Strategic Finance Service. This is an opportunity for you to make an impact on financial decision-making and support huge capital programmes.
Role Overview:
I’m looking for a Finance Business Partner to oversee the Housing Revenue Account's (HRA) Development & Acquisition activities within the capital programme. If you have a strong understanding of the HRA, along with experience in investment appraisal, payback, and NPV calculations, as well as managing the interactions with Right to Buy receipts and grant funding, this could be the perfect role for you.
In this role, you’ll be directly managing a team of 5 finance professionals and providing indirect leadership to another 10 team members. You’ll work closely with Senior Management and budget holders, translating complex financial data into actionable insights. Additionally, you’ll play a key role in supporting the Council's transition to their new financial system, Oracle Fusion, helping project managers and senior leaders navigate this system to deliver successful outcomes in their commissioning and regeneration programmes.
Key Responsibilities:
- HRA Focus: You’ll lead the HRA's Development & Acquisition activities within the capital programme, ensuring robust investment appraisals and financial management.
- Team Leadership: You’ll directly manage 5 finance professionals, with indirect oversight of 10 others, ensuring high standards of service delivery and compliance with Council policies.
- Stakeholder Engagement: You’ll work closely with Senior Managers, providing financial guidance, managing risks, and ensuring budgetary compliance.
- Oracle Fusion Support: You’ll play a pivotal role in embedding the new Oracle Fusion system, guiding project and senior managers through processes to achieve the Council’s ambitious goals.
About You:
- You have strong expertise in Housing Revenue Account (HRA) management and investment appraisal.
- You’re experienced with financial systems, particularly Oracle Fusion.
- You have a proven ability to communicate complex financial information to non-financial stakeholders.
- You’re a strong leader with experience in managing and developing teams.
